I was mowing lawn foe 5 minutes then it started slowing down all of a sudden stopped. went to restart ans cord only pulls 4 inches, as if it were stuck, i dont see any blockedge.only thing i see is the wiring may be pinched and one wire severed when it was stored last and that is the cord that belongs to the handle you hold down when starting.

--checked oil. plenty of it.
--if i pull the cord slow and softly it will go more and all the way, but inorder to start a lawn mower of course is to pull hard, it won let me it locks up.

Does it have OIL????, If it's 2 cycle does the fuel contain oil?, Did you hit something and bend the crankshaft?

You should have the mower serviced. If the throttle cable is pinched it should be replaced. Also have it checked out for a clogged line. Always service the mower after being stored during winter before you use it to avoid costly repairs in the long run. It could be siezed up due to lack of service.

Line up your body to brace yourself for a good strong pull and let 'er rip, strongly and firmly, but don't go overboard. Maybe several times. Sometimes the inner cord bunches up and the extra pulls release the wad. Good luck. The newer mowers are much easier to start. Better yet, pay a neighbour kid to do it and blame the broken piece on him/her, and then the kid's parents can fix it, or else threaten to take them on Judge Judy.

plenty of gas but did you check the oil? with cord only pulling out a few inches sounds to me that the thing is froze up solid when did you last change the oil?

Sounds like you need to replace the cord that is severed so the mower can start.
I have a similar mower and I have to hold the handle down or the mower stops.

Sound like you ran it low on oil and it froze up on you. If this is problem then go buy another one.
One thing you can try is rotate the engine over in reverse. Turn the flywheel by hand several time backward rotation. See if the makes it free up a little bit.

That line is the throttle cabel. The problem sounds like a compression problem. You may have an oil leak and the motor locked up, or maybe the pistons are dirty and clogged;. Check it out.
