The main goal was to prevent foreign Roman Catholics having any political power over England. The Pope, for example, was saying she was illegitimate, so she had no right to be Queen. And Philip of Spain was saying that since he had been the husband of Mary Tudor, the previous Queen, he should have been made King when she died. And Mary Queen of Scots (when she was no longer Queen of Scotland) tried to say nothing, but European Catholics wanted her to be made Queen instead of Elizabeth, and she carelessly said that would be okay by her, so Elizabeth had her head cut off.

Under Elizabeth, regular attendance at your local Anglican church became the sign of your patriotism.

I don't know them all but I can list a few.

- establish a navy
- establish Protestantism without persecuting Catholics
- establish an English presence in Ireland and the new world by giving grants of land and thus encouraging colonization, rather than simple conquest and exploitation as the Spanish had done

And she succeeded in all three...
