in the united states its based on inches so a size 11 shoe means your foot is 11 inches long the shoe will be bigger because your foot is inside not out so a size 11 shoe will usually be approx. 13-14 inches long heal to toe.....hope this helps

A size 11 shoe will be a bout 12 or 12.5 inches long... not 13 inches!
I have big feet (size 15 or 16). My size 16 vans slip-ons measure 14 inches in length.
