If you genuinely mean for it to be in a non-sexual way then there is nothing wrong with it. I work with elderly people who have dementia and when they ask for a hug it is the most complimenting gesture =)

As a professional she is supposed to maintain a certain "detachment." I don't know the details of your case, but if she is actively working with you, she would probably say it's not a good idea. Maybe when you are parting and she knows she will never see you again, then-maybe.

Keep the handcuffs in your back pocket so she does not see them.
You need to grab her from behind, when she least suspects it .
Slap the chloroform to her, make sure not to whiff it yourself, because you need to get the cuffs on.
Oh crap! I forgot.
Maybe you should get an extra pair of cuffs so when you get arrested, they don't have to use their cuffs.
Ask them to let you keep the cuffs for when you are married to the guy in your cell named Bubba, he loves domination, carry some lipstick too so you can be cute for him.
