when you go to live in a new neighbourhood , your nearest neighbour know's nothing about you , they welcome you and also say i'm here and your there , or the reverse, what do they mean .I don't think it's welcoming atal

It's like 'we live here' 'you live there' lets make the best of it and live and let live. You need to get to know them and then make judgements, how can they welcome a person they don't know?Give it time and see how things go, I'm sure it will be fine, at least they spoke to you!!!

They're letting you know that they're close by if ever you may come across a time that you need them.
So afterall, it is welcoming.

They mean "Hi, i've come over to check you out, get a feel for who you are and whether we may get on. also, if you see someoen who isn't me creeping around my house, you'll know to be suspicious!"
