Would it be correct to say that the Doppler effect is the apparent change in the speed of a wave due to motion of the source?

when a source ıf sound is moving toward an observer , the pitch is higher than when the source is at rest and when the source is travelling away from the observer , the pitch is slower this is known as doppler effect

no it is the frequency of the wave and not the speed that changes
