For thousands of years, while a city was attacked, the people had to escape and this was done in fortifications and best were the acropolis (on a steep hill)!
Thus, Athens as well as Corinth and all cities used to have their own acropolises, where people were "escaping" ...
After the Persian wars, Athenians built the long walls, surrounding Athens and extending to Pireas, etc. That time, Acropolis of Athens was filled of magnificent buildings, including the Parthenon and other temples!
Further, after the Persian wars, most of young and middle age men, were soldiers and Pericles had the extravagant idea to employ all these people in creating the highest civilization rather than collecting unemployment!

For Athena of course... the zeus' daugther ! Because she beats Poseidon who hoped this place.

This rock was sacred place.... it's later than Pericles builds the famous Parthenon.
