Are you trying to recover something, or to destroy the data on a drive you're giving to someone else?

If the former, yes, possibly with software you can use yourself, but you risk making matters worse. Expensive but safer to go to a professional.

Now if you WANT to destroy the data, use DBAN or Eraser 5.3. If you're really concerned about the data, drill holes through the drive or smash it with a sledgehammer.

A computer forensic expert, as used by law enforcement agencies may be able to recover data from a reformatted hard drive.

There is no quick or cheap solution, as the reformatting writes over all previous info on the hard drive.
