Use Killz on the wall and put proper ventillation down there. One thing that causes dampness in a home is bad circulation. Put an electric fan with ducting in the basement and paint the walls with a sealer.

Dampness is a result of moisture finding its way through
walls or from below.
You must first use a horizontal barrier to dry it up before
the dampness will stop.
This involves a process like sawing along the earth line,
and inserting a foil or a plastic sheet (high tensile Polypropylen)
Ther are also injection methods whereby the wall is being
drilled in determined distance and injected with chemicals that will solve the creeping moisture.
Only then you can apply an anti fungal coat, I suppose the smell comes from there, unless you bruied some bodies in the basement :)

Do you have a leak? Try to get the basement as dry as possible, then try using anything that has baking soda in it. Or you could try charcoal, the kind that absorbs odor.

You can try alot of air filters. Somewhere you must have a leak that turned moldy. Get a specialist you may need to have it fumed.

A dehumidifier and ozone - which is used for mold remediation. It's the only thing that will work.
