Well, I know I learned how to start very basic adding and subtracting in kindergarten. It probably is still the same today. The standard grade is most likely first I believe.

First grade. At the end of the year/ beginning fo second grade they should be teaching double digit addition and subtraction, so that by third grade you can start multiplication.

1st grade for me but then that was over 10 years ago!!!
I think its still the same though I have a child in kindergarden, and she is still just learning the basics, so I think its still 1st grade.

We teach the basics in kindergarten, generally oral and with manipulatives.
First grade, they learn to do the addition facts (written).
