It depends on if you want a leaner muscle or a bulky one....to bulk you want to use heavier weights with lower reps...to build a leaner muscle use lighter weights more reps...

It's the heavier weights with lower reps. Slower is better too. Never swing the weight!
Always control the weight on the way up, and all the way down!
This is very important to get the maximum benefit.

Low reps, high weights=bulk
High reps, lower weights=tone

Actually slower reps have been found to be the most effective.
