In a play it usually means Act 1 Sc 2 - however it's usually written with a Roman numeral first as in I, 2
II, 2 = Act Two, Scene 2
III, 1 = Act Three, Scene 1

Different scripts may follow different styles, but in all the plays I've been in or read, the first number referred to the act, the second to the scene.
So "1.2" would be Act 1, Scene 2.
