Hmmm. That's two totally different questions.
You're born with talent; and a lot of people confuse talent (natural ability) with skill (learned ability).
I would have to say, at least out of the four you mentioned, hip-hop (and it's musical offspring, rap) requires the greatest level of talent from it's practitioners. You can learn how to work an within a framework, it takes something extra - talent - to actually create the framework while creating the work itself; which is what good hip-hop does. Jazz and Classic Rock take a great deal of talent -- especially the instrumental work.
Pop, not so much.Out of the four, it is probably the most dependant on raw talent, but the sad truth is that most current pop is more concerned about the appearance of the artist than any actual musical ability.
Skill, on the other hand, is a toss-up between Classic Rock and Jazz; and the answer is entirely dependant on the skills you refer to. Jazz is almost entirely working within a number of frameworks, progressions; Classic Rock even more so (there's a reason for the phrase "three chords and the truth"). I'd give Jazz an edge just for the sheer variation of styles within the genre.

you're forgetting approximately different genres like digital/Dubstep, people, Instrumental, Classical, and Reggae. Rap and Hiphop take no expertise what so ever. each so often i do no longer even call it a sort. blend some lyrics with some repetitive track made on a working laptop or pc and you'd be able to call it "track". Jazz, united states and Rock take expertise considering the fact which you incredibly could discover ways to play an tool, such as making a track, and to play it properly, with considerate lyrics besides. it is like comparing Led Zeppelin, the desirable rock band of the 70's, with Rebecca Black.

I would say Jazz because a lot of it is improvisational, which requires talent that I think most of us don't have.
