Try the old romantic way by going on one bended knee, present her with a ring and ask her to marry you. Or go away for some romantic weekend, preferably on her birthday, so the date will always be memorable for her.
And then during dinner, slip the ring in her dessert or drop it in her drink , or include it in a birthday gift for her with the written proposal. Hopefully, she'll reply in the affirmative and in a loud manner, enough for the other diners to hear. Then give her a kiss. She'll swoon,I'm sure..

well back in the "olden" days a guy got down on bended knee and had a NICE ring and said "Honey i love you will you marry me??" so unless they changed things i don't know what to tell ya
