Other than syntax similarities, I would say they aren't really related that much. Programming skills can be passed around though. If you learn any language, it should be faster to learn another unless it's something completel different like Lisp...

They are only related only as computer languages. PHP is as much different from those as they are from each other.

Their syntaxes are very similar, and a programmer that knows one language can learn the other literally by using a cheat sheet. However they are very different under the hood.

Sort of like a woman and a female impersonator, if you get my drift.

No. However, the skills required for php, one of which is logic, can be obtained through practices with c++.
