By current membership, not by inherent design.
Congress currently is not competent for two reasons. One, almost everyone there is far more concerned with keeping their jobs than actually doing their jobs.
And even when they want to do their jobs, there is such a huge power block concentrated between the two major parties that they spend all their time fighting with each other.

Congress and a host of other public bureaucracies are incompetent because they have lost sight of their duties. Those would be to serve the majority of the public (not just their constituents) to the best of their ability, with a focus on what is best and fair for all those concerned, NOT for those elected officials to focus on what the popular consensus is at the moment with an eye to what will keep them popular and therefore re-electable.

One look at their proposed budgets and actual spending is all one needs as evidence that they are incompetent. They consistently delay the inevitable and do not appropriately serve the best long term interests of this country.
