You do it upside down a few times to "pack" the tobacco tightly into the cigarette. The other girl said it's falling out, but that's not how they do it, it's the other way, upside down so the tobacoo slides more tightly toward the filter. Many people believe this causes the cigarette to not burn up as quickly. I don't know whether it works or not. Don't start smoking.

It "packs" the cigarette- i.e. it packs the tobacco more tightly than the machine put it in, making for a harder "draw." Or that's what they say, anyway.
