Probably put there by the gardener or park attendant or the same person who cuts the grass as these personnel are exempt .If no one cut the grass it would probably be too long there would be no need for a sign.

Keep off the grass signs are normally on the edge of the parks/grasslands, aren't they? I mean they are not in the middle of the field are they? Who could read them? They'd be too far away.

the signs are always at the edge of the grass, they dont have to go on the grass to put them on.
