call your local phone company and ask them what to do. I believe this company can be prosecuted for harrasment.

I am going to answer your questin with a story
I seem to recall, when I was younger, a strip plaza that had real bad time getting customers to shop at stores because of number of teenages that were hanging around, skateboarding, etc.
they tried everything to shooo them away, nothing worked, then someone had an idea, they installed a sound system and cranked out 30's and 40's tunes. the teens hated it and found a new hang out
apply that here, instead of getting upset with caller, engage in conversations with these people and tie them up for 20 - 20 minutes at a time and then suddenly change your mind and decline to buy their product, do this twice and I assure you they will find a new number to pick on

Are you registered on the telephone preference service?
If not, call BT and ask them for advice.
In a worst case scenario, you can have incoming anonymous calls barred, but this will also mean certain legitimate numbers won't be able to get through, eg hospital switchboards etc trying to call in an emergency.

Sign up for call blocking. Then block all calls that come in without a number. They'll get a voice intercept saying that you are not accepting blocked calls. If and when you get an unblocked call from them, add their number to the blocked numbers list. You should not here from them again.

Get all the details you can from them the next time they call and then tell them that you are reporting them from harrassment.
