I think the lighting in them are awful---I am quite shapely yet somehow these mirrors with the lighting and all show a slight ripple here and there. I would run out of them screaming if I was even 5 pounds overweight!

and the condition of many of these dressing rooms make me think they just don't care. If I owned a dept store I would put dressing rooms high on the priority list in design.

The higher up the department store the nicer the dressing rooms. Try on a dress at JC Penny and then try it on at Neiman Marcus, and you will feel totally different. The higher end stores have more money to spend on lighting and design marketing wise, where as middle to lower end stores have a more mass market feeling.

And the general condition of the dressing room is not always the stores fault, but the people who shop there that just don't care.

lauren k's got it. there are some really horrible mirrors out there and the lighting is interrogation style, no? the better the department store, the more ambient and pleasant the dressing room is going to be.
