OK, so you do 1-2, 1-3, 1-4, 1-5, 1-6, 1-7, 1-8. So you have a 1 table, 2, 3, 4, 5, 6, 7, but if 8 goes to all the tables, 8 doesn't need its own table. Then, 2 goes to 3, 4, 5, 6, 7, and 8, but it's already been to 1, so it doesn't go back. I'm a little fuzzy on the math equation, but just draw a line from each person to each other person in the circle, and you'll see that it's less than 8 locations.

Shouldn't there only be 4 locations?
Otherwise each of the 8 would have to sit alone
