Here's the description from Amazon.com of The Little Polar Bear:
This book is a delightful childrens book about a little polar bear who loves adventure. Lars spends the day fishing with his dad and then they go off to sleep. During their rest the ice cracks and father and son become separated. Lars drifts away. Luckily Lars finds a barrel on which to float and after a long time he finds himself on a tropical beach. In this new land everything is green when compared to the whiteness of the North Pole.

Lars meets Henry the hippo and they soon become good friends. Despite the wonders of this new land Lars becomes homesick and wants to find his way back home. Henry suggests Marcus the eagle could help since he has travelled all over the world. Marcus arranges for Samson the whale to take Lars back to the North Pole.

Hans de Beer sounds right, I know he's called Lars der Kleiner Eisbaer in German, but it seems to me that in English he's just called The Little Polar Bear.

There are a whole bunch of books about little Lars, he goes to Africa, in a helicopter, etc.

If you like polar bears, you'll love Hotel Larry! (not by de Beer)
