Good question - but I'm still waiting for a reasonable answer to "why should I have to change my clock twice a year for other peoples schedules". There are a few states like Arizona and Hawaii that have a bit more sense than the rest of the country.

But back to your question -- because they can! If you have any complaints, they don't want to hear from you.

I wish they'd just plain get rid of it. I live in Indiana, and we just adopted it for the first time this year. The western 1/3 of the state is on Central Time, and the rest of us are on Eastern--you never know who's on what, and I already know people who have had meetings in other counties and screwed up their times because no one knows. And we're on the very edge of Eastern, which means it's still light at 10:00 at night in mid-summer. Try to keep a fussy child up to see the fireworks on the 4th of July, or tell them they can't watch them.

They're changing it because the time isn't perfectly aligned and they're trying to fix it.

'Tis part of the energy bill. It is supposed to make people use natural light more than electric lights, so we don't use as much energy.
