WalMart, Target, and K Mart all have pay as you go phones. And you can pick whichever phone and plan is right for you. The phones can be a little pricey but its worth not having a monthly bill to pay. And some of the more expensive phones have really good plans. Like free Mobile to Mobile calling as long as it's the same company or unlimited nights or just $0.10/min. But you have to pick the one that's right for you.

I think it always more expensive without a plan. Go phones are available at Target, Walmart, etc. but the per minute and cost of the phone is high compared to the major network plan.
