Of course it is OK. You can look for a new job even if you've been on your current job one minute. In the United States, at least, unless you are bound by a contract that says differently, you are hired and fired "at will." That means that the employer can fire you at any time, for any reason -- even on the first day. And, of course, you have the same rights -- you can quit at any time. I once had a job at which I was fired after one day, as a telemarketer, and another that I left after three months to take a job I thought was better. I quit that one after another three months and returned to the earlier job, where I've been now for many years.

What are the reasons for leaving the job? It is probably ok, but another employer, i'm sure, will ask why you have moved around alot. Use something clever, like the job wasn't what it was described or the company was downsizing. Something of that nature.

It depends on what kind of job you are looking for. If you look for a new one in government or professional field then it's worthy to go for it. It's better if you can focus on new one that relates to your on-hand skill. Good luck with your new job

Unless you had a pre-arranged agreement (verbal or written), it's okay. But I wonder about your motivations for leaving. It sounds like they trained you and now that you are proficient, you want to take your paid-for training and go elsewhere. While it may not be illegal, it certainly will not settle well with your employer.
Just don't burn any bridges.
