You can use Aspen, newspaper, calci-sand or carefresh.
Don't ever use cedar, it can kill your dragon. And pine is not recommended because of all the oils in it.

Depending on how old your Bearded Dragon is decides on what kind of bedding or substrate you should use. If they're under I think it's around 6 inches from vent to nose then don't use a sandy substrate. Use a carpet or sheets or news paper. They're both easy to keep clean and will prevent the baby lizard from ingesting the sand and hurting itself.
If it's over 6 inches from nose to vent, then you can put in a sandy, calcium substrate without much worry about the lizard ingesting the substrate and harming itself.

I've always used sand with my beardie. He was about 4 or 5 inches when I got him and he's about 18 inches now. Sand has never bothered him. I was even told, by an exotic animal expert, to go to someplace like Lowes or Home Depot and buy the playground sand in bags.

I use the ground nut shell (walnut shells, I think) substrate. If she swallows it, it just passes through. She is 8 years old and I have used it from the beginning. Please do not use hot rocks. Heat lizards from the top with lights. If a rock shorts out or gets hotter as it gets older (they tend to do that), your dragon can get burned. They don't know when to get off.

use play sand NOT calci sand it has calcium in it and the beardies lick it this will cause impaction and then he will die :( give calcium in the form of dusting crickets before feeding
