In Windows Firewall settings, click on the "exceptions" tab and check the box for messenger. Make sure that "Allow Exceptions" option is enabled too.

Here are some ideas,

Free Firewall:

Window XP SP2 Firewall

If you use the firewall built into XP you may need to allow Exceptions for those sites you want to connect to.

Get into Windows Firewall under Control Panel.
Left click on the Exceptions tab
Either put a check in the box in front of the listed program or
left click on Add Program... and pick the program add. Once
it is added don't forget to left click on the box in front of the
program name.

Have fun but be safe!

I had the same trouble, when service pack 2 came out. In control panel, you can set omissions to the firewall service pack 2. If this does not work, I think you may have to reinstall windows with the firewall. I uninstalled it for a long time.

There should be somewhere that lets you pick trusted zones and programs that are allowed to access the internet. You need to configure them. An example is Zone Alarm, there is a firewall tab that allows you to set which IPs are allowed and a program control tab that allows you to choose which programs are allowed network access.
