The term was in common use at least as far back as the 1950s in East London and may refer to a "John", as in a prostitute's client who was obliged to wear a condom or as rhyming with "conny" (ie. condom). When I was growing up in the East End of London in the 1960s the phrase was still used although we preferred the term "dunkies".
Cockney Rhyming slang also refers to a condom as a "Reggie" (ie. Reggie and Ronnie = Johnnie). Reggie and Ronnie were the notorious East London gangsters better known as the Kray Twins.

It comes from Britain between W.W. I & W.W II . They were called " rubber johnies " , hence our name " rubbers " mostly self-explanitary.
