Yes it would be quite succesful, fear is the primordial insctinct , fear of terrorism will override people's desire of freedom.

Maslow (Psicologist) says that the first needs that must be fulfiled are physiological needs, eating, breathing etc.

The second need is the need for safety, if you fear for your safety nothing else will matter, therefore you will sacrifice your other needs to achieve this one.

Since depriving people of food and physiological needs is out of the question manipulating people through fear seems to be the most effective way doesn't it?

Not a 'great way' but a sad state of current politics. That said Caesar, Krakus and Pompeii dabbled in it too.
