It's the perceived volume level that rises, due to the fact that the commercials are even more compressed than the main program material.
Compression is used on most sound broadcasting to make the sound 'louder' without overdriving the transmission system. It does this by making the louder parts quieter and the quiet parts louder. This is why FM radio sounds so different and 'busier' than listening to a CD on your HIFI system. If you have metering on your sound system, compare the levels between CD and tuner and you'll find the levels tend 'hover' on the broadcast signal and rise and fall much more on the CD, due to compression of the dynamic range. Compression gives a'big' sound to small radios and can be useful in punching through the road noise in car or van allowing you to hear the detail in the music much easier than if it were uncompressed. Music purists, especially classical music fans are horrified by compression and have made their views known to the BBC regarding compression on Radio 3!

A very good question:
I always get accused of turning the volume up when the ads come on the screen, which is unfair as I am not responsible. However what the silly boy has failed to reaslise that it is done to cover the noise up when everyone gets up to for a pee.

It's been under investigation over here. And guess what ! There's no difference in volumes, so they say. Some advertising companies have adapted their commercials to the volume you were actually experciencing while watching your sitcom. So hurray for that !

I think it's to catch your attention, but it doesn't work with me I just mute the tv till the adverts are over. So if this is why they do it they are defeating the object with me.

Because it is advertisments and they are trying to get your attention so you will get interested in their product and then go out and buy it. That is just what I think. I dont really know for sure.
