No, I believe it would be a woman (like Julie Andrews in "Victor Victoria") masquerading as a man that would constitute male fraud. I believe that the phrase 'in drag' actually comes from the late 19th century. The origin of "drag" comes from theatrical terms. Male actors used to play female roles found that the long skirts and dresses would trail behind them on the floor. Men playing in these roles became known as "drag". When cross-dressing became a vogue and acceptable practice, they adopted the term and its, now, present usage. Just as a point of reference here, it has also been rumored that the phrase was coined by the immortal bard, himself for use in the theater as an abbreviation for DRessed As Girl. Your choice, really.

i think yes, but only if he's trying to hook up with a guy, and doesn't let the guy know that he's a man too.

THAT would be male fraud, because just dressing like a woman doesn't mean the man is denying he is a man, it's just that... those panties are so soft and silky smooth.. and that skirt makes it so much easier to move..

now, if that very same man, dressed as a woman, delivers my mail and keeps a few letters for himself...

Now there you go. Picking on the gender challenged people in this world. Tsk, tsk, tsk,. Just because I like the feel and look of a simple A-line dress (with the proper accessories of course), you cast disparaging remarks my way. You..you.. you.. brute you. Now I have to go and put my face on again.
