1 thing is they're too ignorant to know they're ignorant. The other thing is that is a saying by people who have come to know more than they are able to carry, and they look around to see those carefree people and envy them, forgetting that your problem, no matter how small your problems are, if they are all you know, they are huge and you feel you know too much and wish you didn't, almost anyone can use that saying, no matter how ignorant they, themselves are!
What it really is is a saying by someone who wishes they could go back to a time they did not have to face a certain problem because they learned about it.
Ignorant people are those who know very little about the rest of the world, that doesn't mean they don't know enough about their own lives!
Sometimes ignorance makes you more miserable, cause learning about other problems can make yours seem smaller which should make you happy!
THIS IS HOW I LOOK AT IT:
You wake up in a dark cell, you're in jail and you don't know why, there is no one to ask and you have no idea why you're here, where it is, hoe long you will be staying, what it's about, will anyone come and explain anything, you r just IN THE BLACK! and you spend the hole day like that, thinking those thought all alone, that is ignorance.
But if you spent 3 days in the same cell, knowing why you're there, who put you there, for what reasons, and how long you will be staying, it would b easier, even though the duration of you're imprisonment is longer!
In my opinion, that is why ignorant people are not happier!

Ask yourself this.
When you were 5 you were pretty d*mn ignorant, but at the smae time you were pretty d*mn happy. Or so is the case with most children.
But in the adult years you learn that, mommy and daddy aren't perfect, maybe they got divorced, or maybe you watched your dad blatently cheat on your mom with a russian bi*ch ( sorry got off track), but you also learn things about how the country you used to be so proud of is in actuality corrupt. these things bring you down, because you learn about the world, you aren't ignorant.
you would prbably really like the book The Giver. It goes along this point exactly.
Do you want ignorance to have bliss, or pain to have knowledge?

I'm not sure that many people are ignorant these days, if you consider the term 'ignorant' to imply that one is 'unknowing.' In fact, I'd say that humans are more knowing than we've ever been, what with the wealth of information available on the internet, the news media, the cell phone, etc. We are bombarded with facts, images, and soundbites - more information about the world than any humans before us. The real problem, I think, is not not that people aren't aware of the truths in this world, but that they often chose not to see them. They only acknowledge those facts that are most convenient and set bias against those facts that are least convenient. It's not quite ignorance, but you could call it delusion. Delusion. Now there's something that can cause unhappiness. It takes an awful lot of effort (mostly the effort of lying to oneself) to maintain delusion. It can torture the soul and drive people to do terrible things to themselves and/or others, and thus, these terrible only inspire more unhappiness. It's a vicious cycle. If you're looking for a way explain the widespread unhappiness in this world, I'd suggest starting with our tendency towards delusion - our ability to make ourselves believe in something that we know, deep-down, is untrue.

Ignorance and Innocence two side of a one coin.Innocence is a Bliss, while ignorance is a calamity, speaking of societies demands. Innocence contain some ignorance while ignorance contains a little portion of innocence.
If there would not be demands there would not be known societies. If there is no societies, innocence would prevail.Oh, I am not speaking of proper hymen's distortion here, belief in that alliance of innocence/sin terms would be considered as an ignorance Belief and relying in collected "knowledge" also would be considered as an Ignorance from a much bigger perspective of Consciousness itself. May be that is why all kind of created societies is not permanent, except one,Global Humanity.? Kids always happy, they are innocent...not for long...then they start to collect knowledge out of demands, first from parents, then from that which we call "our creations"...schools, institutions, authorities which presumably "knows".Then enjoy ignorance in full scale.This is that which we think Life is. Still, deep inside everyone, I mean everyone, questioning that life.Is it Life which God created? Definitely, then there is no such a thing as God...That is good, for it leads to rediscovery Life, if lucky.
Notice , as more humanity "knows", more sophisticated calamities it brings..It cannot be balanced with another side of a coin benefits of knowledge used positively.Ignorance in some form? We do not want calamities, isn't it? we are degrading slowly but surely...Innocence has not known demands, it does not demand nothing from people, even from Life. Life is paying back with love and kindness. Societies kills innocents...So, being an innocent as a part of society is dangerous, for societies judging....brutally. It want you to fit their criterion. If it doesn't, then you have a spectrum of options from being diagnosed, to being crucified and a coutless troubles in between

Interesting paradox, though :) Possibly because they have the subconscious feeling that they don't quite belong to an elite club?

Because there is nothing to be happy about.
People are ignorant because they feel like there is nothing they can do to change thier situation. We are kept that way by the powers that be. They make us feel like worthless nothings because we are brainwashed by the rubbish they spew. The War on terror, Money, Work, Religion, Taxes etc were all invented to keep us busy and fighting amongst ourselves. The mad thing is, it works!

To be truly happy you would need to do what you want to do, and not follow the rest of the sheep. Dont forget though 'the powers that be' do NOT like sheep thinking for themselves, so therefore they will send you a big dog (or a dose of fear) in order to keep you in line and agreeing to live just like the rest of the so-called happy sheep, Totally under control!

Unless we all stand up for true freedom, we will eventually become slaves to a one world government that tells us all what we can or cant do.

coz nearly everyone is only partially ignorant.
the truly ignorant [in the nicest way] like those with learning difficulties and mental illness..can be blissful happy fools.
ive wondered before whether to be a vagabond/tramp in a warm country might not in some ways be bliss.

Quick Answer: More people aren't happy because the world is not so ignorant. This is the information age after all.

Long Answer: Wars, Holocaust, Famine, Drought, Natural Disasters, Genocide, death, 9/11, WWI,WWII, Hell, Heaven, God, Satan, Babies Starving, etc...

Just think about the images those words conjure up. Knowing these things, how can anyone be happy?

your are cofused...you are using popular belief to try to answer a fundamental question
first of all greed...people arent happy because they cant be satisfied with what they have...its human nature to always want more
second of all people say ignorance is bliss because what you dont know wont hurt you
if your dog dies and you dont know about it then you wouldnt be sad about it
