Before you do a reinstall try this,

Windows XP Repair Installation

At some point you may need to repair the installation of
Windows XP. This is preferable to a clean install in many
cases since it attempts to only repair your copy of Windows
without having to delete all the files on your computer
first. In many cases a repair installation is enough to
fix the problem. A repair install deletes the files normally
installed by windows XP and then reinstalls them off the disc. A
repair install will not rebuild your computer's registry,
delete applications and user settings, or fix problems
caused being caused by a program.

1. First you have to boot the computer with the Windows
XP cd in the cd tray. You will see a black screen and
it will ask you to press any key to boot from the cd so
press the spacebar and your computer will boot from the CD.

2. After a moment you will be taken to the Windows XP Setup
screen. Though the second option says to repair do not
press R. Instead press enter to select the setup for
Windows XP.

3. Next, you have to accept the license agreement from Windows.
Once you've done that it will search for your existing
installation of Windows.

4. Once it has finished detecting the installation you need
to select the XP installation you want to repair. You can
repair the installation by pressing R. If you don't see
the repair option you will need to do a clean installation.
Your version of windows may have been damaged in a way that
it cannot carry out a repair.

5. Setup will then copy the files it needs to the hard drive
and reboot the computer. A message will come up asking you
if you want to boot from the cd, don't press any keys and
just let the timer run out. The set up will continue and
look like is doing a clean install but all of your applications
and settings will be intact when it finished.

An important note is to not activate your windows over the
internet right away. Always enable the XP firewall to protect
yourself.

You can also try this,

Left click on Start
Left click on All Programs
Left click on Accessories
Move mouse pointer over System Tools
Left click on System Restore

Follow the instructions and pick a restore date when you did not have the problems you are now having.

These may save you the effort on a complete reinstall.

If these do not work then do this,

At the command line type

format c:

This will wipe out everything on your hard drive.

Use your WinXp setup CD's to reinstall the opsys.

Use xp disk as you would to do a normal install at the instalation screen pick repair windows leave file system as it is this will re install windows but leave your files as they are on the computer
all that will not be available are any updates that you installed due to your windows being back to its original install DONOT pick the change file system or your drive will be auto formatted that is a clean install that destoys all on the hard drive you will still need your serial number to reinstall

start computer
place windows xp cd in to cd drive
follow the on screen instructions
choose keep your existing files
and windows will install itself but bear in mind that some programs may be come damaged and will need to be replaced.

on the other hand you could do a clean install which means that windows will format your hdd so if you choose this option beware and backup any files you have on your pc like pics or music as you will lose them all. my advice is that when you have sorted your pc download a copy of paragon drive backup and backup your entire hard drive with just your basic setting and programs that way the next time you have a problem all you have to do is use the restore wizaed on paragon its all a bit of a pain but paragon takes about 10-20 mins depending on your pc speed. where as installing windows can take up to 60-90 mins by the time you install all other progs and updates. but windows xp will auto install after you get past the initial stages and serial key bit after that that there is just the activation nothing really hard to do just sit back and have a coffee. but do get yourself a copy of PARAGON DRIVE BACKUP IT COMES FREE WITH SOME PC MAGS OR YOU SHOULD BE ABLE TO DOWNLOAD IT FROM VNUNET.COM OR DOWNLOAD.COM HOPE THIS HELPS GOOD LUCK

Boot up on a windows xp installation disk.

You will be given the option to format. After formatting, installation will begin of windows xp.

Use the boot up CD for Win. XP Follow instructions and when you reach the section for formatting the drive NTFS/FAT32 etc. choose quick format for speedy fromating of the HD. There is one more way: You can use a boot up floppy and erase the HD with the format c:command and then boot up with the setup CD for XP.

yeah as the other people have said
put the xp cd into the drive. and choose boot from the cd
on the first few screens it will ask to do wish to format or add parition.
if you remove the parition this will allow u to reinstall windows xp.

If you have a Windows Xp disk then it should boot up when you load your PC and it is in the drive. It is simple to install... it takes you trhough the steps.

turn on pc once loaded load your xp disc soon as the draw shuts prees reset wait till it loads again then ull be asked to delete any off the partions u have in your pc delete them them reformat ur pc then install xp again (ps u will lose everything thats in your pc and you will have to start from the begining)
