largest number of coins or largest dollar amount? you could have 3 quarters, nine dimes and 4 pennies. $1.69. i think that works.
if you have 3 quarters and 9 dimes, you can't have more than 4 pennies because you could make a dollar out of 3 quarters, 2 dimes and 5 pennies.

3 quarters, 4 dimes, 4 pennies - $1.19
9 dimes would allow you to make a dollar with 5 of them and 2 quarters
