I wasn't around for the initial American hardcore scene, but my understanding is that it's meant to be a tongue in cheek statement. As in, Reagan had a hand in founding the hardcore scene because, thanks to him, unemployment rates skyrocketed and as people became angrier and angrier, they needed an outlet for their rage. Basically, Ronald Reagan founded the scene by pissing off the entire country.

He was hard core into the occult. Mr. 666 was into astrology and numerology. So if you are a Satanist, you love him.
