You can try an online proxy like kproxy.com
or
Disable the security by doing the following
Go to start - Run
Type in MSCONFIG
click on startup tab
un check all items and restar computer.
This will disable the startup. When you are done do the same command again only this time check all the boxes. Good Luck.

www.sneakysurf.com seems to bypass most filters I've ever come across. Just go to that site, enter whatever web address you want to go to, click sneak, and you're all set.
