Circumference = the diameter times PI
Diameter = 2 x the radius, so
38m x 2 = 76m x 7 = 1670.48m

The circumfrence is diameter x pie (3.14) = 238.64m
Jill runs around the lake 7 times (7 x circumfrence) = 1670.48m
However, you ask how far HE ran, and Jill is a girl's name.
So the answer is that Jill ran 1670.48m while HE just sat and watched :-)

C = 2pi * r
C = 2pi * 38m
C = 76pi
