would a tightly stretched tire tube work as a drumhead for a drum that can change notes

i'm going to use the same idea as the timpani but it will have range of around 15 notes i thought the rubber might work because it is elastic enough to take the tension and release without causing damage

No- too much elasticity. There's not enough tension that would allow a clear tone to be generated and the sound itself would get absorbed into the rubber. Thus the tone generated would be too low in pitch and too soft in volume.
Try goat or sheep skin-- that's what's normally used.

I think it might be too thick. You want a thinner head that will resonate more. Timpanis (kettle drums) and talking drums (from Africa) can both change notes, you may want to look into what they use.
