Well it depends on how you look at it. Last season Chelsea obviously was better because they won the title. However they have the highest paid team in the league with players like Ballack, Drogba Lampard, etc. This season Man C is undefeated without their star Rooney, whereas Chelsea has 1 loss. So overall I think Chelsea will be better, the only issue is that there are too many stars on the team. Once they figure out chemistry its Chelsea all the way.

Chelsea are having a little bit of an easy ride at the moment, but as soon as Abramovic goes to prison for stealing all that money from the Russian gas and oil industry, they'll go back to being an average premiere league team.

.......Chelsea have the better team on paper and have more world class players. They have also had more success over the past two years, however their success has been bought. Manchester United on the other hand have a lot of history, have won more trophies to date and have not been bank rolled by a Russian billionaire, United have used the they have produced by being a well run business.
