No it doesnt need to be fully erect to penetrate. But it cant be super soft either, kinda right in the middle and I disagree with the person who said the girl must be super loose, not the case at all!! It actually adds some excitement to the act when its like that because you can feel yourself becoming more aroused inside of her and believe me she can feel it too.

I wouldn't know for sure but I would suppose that with a girl who's not a virgin you might still be able to "get in" even if not "fully erect". Have never had that problem so can't say for sure though.
Now if it's the girl's first time I think not.
