Tipping used to be 10% then it went to 15% and now it is 18%. To make it easy, if I had good service I do 20%. If it is a phenomenal experience then 25-30%. If I had a bad experience I still tip 10%, but if it is horrible then I give 0%.

I believe the minimum is 15%, the maximum is 20%, anything higher is "Christmas".
For real...there was a news item in local paper here that reported a server receiving a $1000 tip (the bill was not that big) Of course, the server thought it was a joke or mistake, but upon confirmation w/ owner of the credit card it was established that it was legit.
I guess providing good service is 'like a box of chocolates, you never know what you're going to get'

It depends on the service. I never tip less than 20% but if the server was out of this world I have been know to tip riduculous. I have tipped $20 bucks on a $20 tab. Since the total tab was so small I could afford to tip that much.

Good service is usually at least 20%, great is 25% and up. Adequate service usually gets 15% and anything less gets nothing but a chat with the management.

Why tip at all? Why does society feel the need to tip at a resturant? What deems waitress/ waiters as tip worthy? Do you tip at a McDonalds? They work just as hard.
Actually it is somewhat unreasonable to tip one and not the other but I generally tip 15-20%. It depends on the service and the total amount of the bill and I tend to round as well. Just my system of things.

Assuming you mean percentage, for just good service 15% of the bill before tax. If it's average service, 10% before the tax. For great service, it's 20% before the tax. And on rare occasion, if the service is horrible, I leave 2 cents (so they don't think that I stiffed them) and if the service is outstanding, I tip upwards of 25%.
I'm a New Yorker too.
