Phil told the story on VH1's series "The Storytellers". Don't know if it's been released on DVD or VHS, but the story goes as follows!

He was toying around with a drum machine one night, and came up with the core, moody rythem of the song. After getting that established, the words just came.

The rumor that he saw someone drowning another, invited the crook to a concert and exposed him to the police while playing this song, in Phil's Own words "If anyone tells you this story - you can tell them they are absutely full of S_ _ t!"

It was played on a the first "Miami Vice" episode. He was always a good one for writing songs about his former or soon to be ex wives..he must be writing Now!
