Santa Monica:

Jiraffe is really nice food, and only moderately expensive. The Monday tasing menu is a really good deal if thats an issue:

Across the street from Avenue (if I remember correctly), is a place I haven't been to that has had good reports. It is primarily a wine and chocolate bar:

They do have tapas as well, but for a anniversary dinner I might start somewhere else, and then do a wine and chocolate tasting to top off the evening.

Joe's Diner on Main St. in SaMo. Food & service is good, not particularly romantic but you can bring that yourselves, then walk to the beach, up to the Prominade, stay in a nice hotel.
