Here's a couple of suggestions. If want to be more specific as to price range / atmosphere / type of food, I'll look back and see if I can help.
Santa Monica:
Jiraffe is really nice food, and only moderately expensive. The Monday tasing menu is a really good deal if thats an issue:

In Manhattan Beach, I think Avenue has really good food as well. The menu changes by the month:

Across the street from Avenue (if I remember correctly), is a place I haven't been to that has had good reports. It is primarily a wine and chocolate bar:

They do have tapas as well, but for a anniversary dinner I might start somewhere else, and then do a wine and chocolate tasting to top off the evening.

First, you can check out the following sites for restaurants:
1. Open Table: http://www.opentable.com
2. LA: http://www.la.com
3. Yahoo Yellow Pages, click on "Restaurant"
4. AOL Digital City: http://www.digitalcity.com
These sites, have great restaurant guides/directories.
Second, know what type of foods your friend likes. Santa Monica/South Bay area have great restaurants. Good luck on planning for this event. I hope my suggestion helped you.

A romantic dinner cruise is a stable concept. at an identical time because it continues to be dinner, it rather is somewhat distinctive than basically going to a cafe and provides an entire distinctive environment. We went on the Hornblower, yet this replaced into down in Orange County, besides the undeniable fact that i think of they have some in l. a. additionally.

Joe's Diner on Main St. in SaMo. Food & service is good, not particularly romantic but you can bring that yourselves, then walk to the beach, up to the Prominade, stay in a nice hotel.
