doesn't have one It's air cooled, you should have a big fan in with the engine to promote air flow over the block.
Sorry Raven E, it seems that you are wrong! VW beetle DO have a fan to cool the engine, look at this(behind the carb is the fan housing) http://www.i405.com/vw/engine1.asp

Are you sure it is the water pump, some VWs have a small pump under the bonnet which sprays water on to the windshield but this is usually an aftermarket fitting as the pressure from the spare wheel is usually used for this which ensures poor windscreen washers and a flat spare tyre.
VWs are Air cooled which ensures they run too cold in cold weather, overheat in hot weather and wear out real quick. however it does mean that there is no radiator to leak, a big plus point when bullets are flying around and the Designer Herr Porsche and his Pal "uncle" Adolph Hitler had a military version , the Kublewagen in mind when the project was started.
If there is a puddle of "water" under the vehicle it could be an involuntary bladder function related to the VWs atrocious handling and lack of brakes.
Why not scrap it and buy a Montego Turbo Diesel Estate, 7 seater then you could take all your friends with you and still pick up 4 fare paying hitch hikers.

The water pump in a 74 vw is under the hood in the front . It is used to spray the window washer fluid onto the windshield .
Also they do have a fan , it is for cooling . It's in the fan shroud on the engine

A V/W Beetle has an air cooled engine and does not have a water pump.

There IS NO WATER PUMP! It's an air-cooled engine!

no water pump unless you have an optional passenger compartment heater pumping hot water or umless this car is a fire engine that can pump water through a fire hose.

I think you'll find it in the area of the muffler bearing, near the fastidgenut! Good luck! They're not easy to locate. Especially on the '74.

You answered your own question IT IS AIR COOLED

which means it doesn't have a water pump.
(Fatbadge) they didn't have a fan either.
