well it depends on the type of fabric, the quantity of material and the thickness of the material. Just on a limb though I would think paper towel cause it holds together easier which means it probably would be able to hold water together more as well. have you ever tried to clean water up with toilet paper? It breaks down way too quickly because its meant to be disposed down the drain without clogging the pipes.

Soft paper towels are stronger and more absorbent than toilet paper because they are meant for different things.Soft paper towels are designed to absorb any spillages/ excess liquid.Toilet paper is similar but it isn't designed to absorb as much liquid as paper towels.I hope this answers your question :)
