Want to install the security program from my icon on my desktop. The message I get regarding this.....?

is Security Center is disabled. My question is where and how to enable it?

Yep! This is MY Life!!! MMMOORREEE My Windows Security CTR says:::
The Security Center is currently unavailable because the Security Center service has not started or was stopped. Please close this window, restart the computer (or start the Security Center service), and then open the Security Center again. This does not work for me. Why? What could be prohibiting me from enabling this function? I"m all funked out!
