I have just moved into a house built in 1927 which has a large poured concrete cistern. I've been down in the cistern and it is downright disgusting. I've just about finished pressure washing the concrete (which is very rough) and want to know what would be a good choice to seal the concrete to that is has a smooth finish and doesn't get quite so rude again.

The problem is that, as I stated, the surface is very rough. I'm thinking this will just accelerate the time it takes to get disgusting again. I would like to have a smooth finish when I'm finished so it's easier to clean next time.

Well if you did the hard part - cleaning it out - there is no reason to seal it unless it leaks. You gain nothing by doing this otherwise. Just use a bleach solution to treat the incoming water. You can use goggle to look for a properly blended formula.

I've done work in cisterns in 3 houses.

Look at it this way - you've done the hard part - it 80 years to get
gunked up and it might another 50 - 60 years to get to the same
condition. Don't create extra work for yourself - leave it be and
enjoy your house. If your worried about the quality of your water,
get some kind of filtering system installed

try a mix of 1 part to 12 hydrochloric acid and flush after you finish cleaning and then use a rubber type of concrete sealer reccomended for concrete outdoor ponds
Ps the acid gets the dregs of what you missed and preps the surface
