It could be your computer, possibly. Get an engine analyzer and read it (auto parts stores loan out for free, some will even do it for you right in their parking lot).
Actually, I believe you blew a fusible link, that goes to horn relay circuit. Get an electrical diagram of car. Go to www.autozone.com and type in your car, then learn to read electrical diagram and find fusible links. They are all near the battery. Check to see if ALL of the functions you listed in your question are on the same circuit as fed by one of the lines containing a fusible link. If they do,,,,,,,99% sure you blew the fusible link. Not hard to replace, and cheap too if you do on your own.
NOTE: Auto store will sell you new computer module for only about $325. You can do it yourself. Just avoid static electricity by grounding YOURSELF. And disconnect both terminals of battery. Then disconnect 64 plug connector under the hood at the firewall, you will need a socket that fits, then just gently bend the aluminum holder of the computer module which is under the dash on left side, most likely. Then replace. Just be careful not to give off a spark to the computer. You must get exact replacement, so take old one out first, as the numbers are on that old one.
I would not go to junkyard for computer (PROM).

It is more likely a main fuse check them all one by one, if you set your clock and it keeps going back out it's either your battery or the ECM and no, DO NOT do it yourself. your car's computer is not a toy and may never run again if you do! The cost will prolly be about $800 in a car that old, with labor and rental at a dealer. Good luck

replace the fuses, you may need the car manual to locate the fuse box, and most gas station sell the fuses, most of the time the fuse box is located on the dash, open your car door and check the side of the dash, then check inside the glove department, you have to be a good detective, because it would be hidden in its on tiny compartment, covered with a piece of plastic, it also may have a sticker, or a ecthed in manual on it so look closely, also there are different fuses so make sure you .replace them with the right ones

I had the same problem with my '97 voyager, what you need to do is go to a junk yard and find the entire computer for the van. It is cheaper this way, cuz if you were to bring it to the shop they would charge you 800.00. So if you get the computer from a junkyard, you can bring it to the shop and they will install it for like 100.00:)
