If the number is a prime number, it can't be divisible by 8. Moreover, the only prime factors of 1000 are 2 and 5.

Everybody is right so far. Luke is thinking of 25, which is a "prime power" but not a "prime number".

In the question as given, the sentence "This number is divisible by 8" must refer to the number 1,000, not to the number that Luke is thinking of. Maybe it is there to help you divide up 1,000 into its prime factors.
