if it says on my permanent record that I am a bully?

It was in year 7, when I was 12, and I called a girl ignorant, she complained to the head of year, who shouted at me.
Later that week, my elbow hit her arm, but it wasnt on purpose and she got a complaint letter from her mum saying that I hit her.
Thats when my head of year, called me, told me to stand and she sat at her computer desk, opened my record which didnt say anything bad about my behaviour, she then typed in that i am a "bully"...

If I am not able to get it off, but dont get a complaint either, will I be able to get into university?

I live in England, so I'm talking about Oxford, Birmingham universtiy and others...Can I do anything to get it off, or will it stay there forever?

And will it affect my carreer?

It won't affect your chances at all. It was a minor incident that happened when you were twelve.
It won't affect your career either, I don't think any prospective employers are going to take in to account an isolated incident that happened when you were a child.
Anyway they'll only find out if you tell them so I suggest you keep your mouth shut!

bit of a difference between oxford and birmingham as far as i can see it... ;-) anyway, i don't see how a remark that was put into your conduct report when you were twelve would influence your chances of getting into university when you'll be 18. for starters, getting into uni has to do with academic ability, not with conduct. also, as you mentioned oxford, you'll have to pass entrance exams anyway, and having been marked a bully when you were twelve certainly won't influence them. finally, don't these things come under the statute of limilations? any discliplinary proceedings in a work environment expire after a year, and i'd be surprised if something similar didn't apply in school. also, aren't these reports mainly for the teachers, so they know what to expect and how to handle a pupil? i don't think they have any meaning beyond school.
